The San Francisco Police Department has arrested Matthew Owyang, 19 years of age, who resides in Daly City, for 2 counts of murder in the recent double homicide that occurred on Irving Street between 19th and 20th avenues on Saturday morning, March 29, 2008.

San Francisco Police Inspectors are asking any witnesses to the shootings to contact the Homicide Detail at 553-1145 or the confidential tip line, 575-4444.

Local Alert! Thieves Pose as Utility Workers

 

Taraval Station’s Captain Chignell advises neighbors in this area to be on the alert for robbers posing as utility workers.

 

“We have had a number of burglaries where multiple suspects pose as Water Department employees, seeking access to a residence, requesting to ‘test the pipes.’ Once they gain access, they steal items inside the victims houses,” says Taraval Police Station’s Captain Paul Chignell.
The latest group of suspects are three Hispanic males in black clothing who drive a black pickup truck. “Do not let people into your residence unless you verify by phone that the employees are legitimate,” Captain Chignell urges. They prey primarily on seniors, so neighbors of seniors should call 911 if they observe suspicious behavior.

 

Numerous communities around the Bay Area have been plagued by multiple suspects posing as employees of PG&E or other public utilities, then entering victims homes and committing burglaries. These crimes have been committed in the Sunset District in recent days.

On January 15, three suspects posed as PG&E employees at a residence in Albany and then burglarized the residence of expensive property. A witness observed the vehicle and notified the Albany Police Department. The description of the vehicle and suspects was broadcast throughout the Bay Area. Taraval officers recognized the vehicle and one of the suspects as being from the Sunset District. Sgt. Steve Quon gathered a number of officers to maintain surveillance on major thoroughfares and possible locations where the suspect had frequented. At 8:40 pm Sgt. Robert Bohanan spotted the vehicle and three suspects travelling west on Taraval from 19th Avenue. The Sergeant conducted a traffic stop on the vehicle at 26th and Taraval with the assistance of Officers Chris Oshita, Scott Biggs and Richmond District plainclothes officers Carrasco, Fergus and Laxman. Three suspects, who live on 23rd Avenue, in Oakland and in Arizona were arrested, positively identified by the witness from Albany, and evidence located in their vehicle linking them to the crime. The suspects were turned over to the Albany Police Department for burglary and related charges. This was outstanding police work by Taraval and Richmond District officers. Case #080052902

 

ALERT West Portal residents have been concerned with teens who drink alochol and loiter in the evening hours at the West Portal playground. Night Lieutenants John Feeney and Michael Caplan have formulated a plan for frequent passing calls and enforcement. You will see this situation abated.

 

ALERT Neighbors have seen an increase in loitering, drug dealing, reckless driving and related issues with students and non-students around Lincoln High School. The Taraval Neighborhood Team led by Sgt. Robert Padrones will be quite visible around the school in the coming days. Also, solo motorcycle officers Larry Chan and Regina Berrigan will be conducting strict traffic enforcement in the area.

 

ALERT The Taraval has been experiencing a rash of strongarm robberies in the Lowell High School/Stonestown area. We have been saturating the area with decoy and plainclothes officers to attempt to catch these predators. The suspects are a group of 3-4 young African-American males who prey upon lone women or teenage victims. Please call if you see any suspicious activity, particularly incidents that appear to be street fights but are actually strongarm robberies. The suspects are looking for purses, cell phones and Ipods. The incidents are occurring in the late afternoon and early evening hours. Please call us when you see suspicious persons or activity. Officers Buddy Siguido and Vincent Masilang stopped a vehicle for an equipment violation. The vehicle had two occupants, one of whom had been arrested previously for possession of marijuana for sale. The officers smelled marijuana emanating from the vehicle. A search revealed large quantities of marijuana and packaging material. The suspects, who reside on the 700 block of Clayton and the 1800 block of Illinois, were arrested.

Officer Neil Fanene stopped a driver for going through a stop sign. The driver, was verbally abusive, screaming, gave conflicting information about his identity and finally had to be handcuffed. He then apologized, was cited and released. Case #080343030

Sgt. Robert Padrones and Officer Christopher Servat stopped two suspicious persons. One of the persons, who lives in the area, was arrested for giving false information and for arrest warrants for driving with a suspended license from Solano County. Officers Gregory Pak, Gregg Gotelli, and Jose Guardado were on patrol when they spotted a vehicle with an equipment violation. They stopped the vehicle and smelled marijuana. Inside the vehicle were several marijuana plants and packages of the same. The driver was found to be operating the vehicle with a suspended license. Three suspects, who live on the 200 block of Sagamore, 300 block of Cambridge and 200 block of Capitol, were arrested for possession of marijuana for sale, narcotics paraphernalia and other charges. Officers Timothy Whatley and Sandon Cheung responded to a report of a man beating a woman with a cane. They observed an unconscious female on the ground with the suspect standing over her. The officers arrested the suspect and an investigation determined that the couple had been in an argument over infidelity. The suspect beat the woman repeatedly with the cane with witnesses calling the police. The suspect, who lives on the 400 block of Ralston, was arrested for domestic violence and felony assault. A Muni driver flagged down Officers Sandon Cheung and Timoth Whatley stating that three suspects had just committed a graffiti offense on his vehicle and had fled on foot down Taraval Street. The officers spotted the three suspects and gave chase with the suspects fleeing into McCoppin Park. The officers captured one suspect and asked for additional officers to cut off the escape of the suspects. Officer Whatley found a second suspect in some bushes. The third suspect was arrested by Officers Vincent Masilang and Thomas Chu on Santiago Street. The officers located a witness who identified the suspects, they then retrieved evidence relating to to the crime and they obtained a confession. The suspects, who live on Columbia, Turk and in Oakland, were cited for various offenses. This was excellent and alert police work to capture graffiti suspects. Case #080311965

A woman got into a dispute with her boyfriend at which point he grabbed her, threw her to the ground, dragged her along the street and then fled in a car. Officers Gregory Pak, Jose Guardado and Duane Elzey were on patrol when they spotted two persons travelling in a vehicle, both known to them, one being on probation. They stopped the vehicle at a market and one person walked quickly away. The officers detained both suspects and found that the vehicle was stolen from Albany and that the suspects were in possession of narcotics. The suspects, who live on Lobos and in Elk Grove, were arrested for driving with a suspended license, auto theft, receiving stolen property and narcotics violations. Case #080309593

Officers Allan Wong and Christopher Servat observed a vehicle making excessive noise from a muffler. They followed the vehicle which was speeding at 50 miles per hour in a 25 mile zone. When they stopped the driver, he was obviously under the influence of alcohol. The resident of the 1800 block of 17th Avenue failed tests and was arrested for drunk driving. Case #080298407

A victim of a sexual assault who lives in the Taraval District reported to Officers David Wong, Thomas Lee and Chris Oshita that the incident had occurred the day before on the 1200 block of Turk Street. Officer Sam Martin arrested a resident of the 2400 block of 42nd Avenue for an arrest warrant from Alameda for a massage parlor violation. Case #080303197

Residents called the police stating that three suspects were committing a graffiti offense on a U-Haul truck. Fitzgerald Wong responded to the area, obtained a description of the suspects and commenced a search. Due to complaints, members of the San Francisco Police Department Vice Crimes Division conducted an operation where a resident solicited a plainclothes officer for an act of prostitution. The suspect, who resides on the premises, was arrested. Case #080288599

Officers Amanda Cordoba and Joe Chang were walking through the West Portal playground in response to neighbor complaints of drug use, loitering, alcohol consumption and noise. They observed three persons and stopped to question them. They also discovered a backpack belonging to one of the persons. Inside the backpack was a large quantity of marijuana and cocaine as well as packaging material. The suspect, who lives in San Bruno, was arrested on a number of charges. Case #080294552

The same group of officers as listed above went to Walgreen's on Taraval on a complaint from the manager that a man who had a restraining order aganist him was in front of the store screaming vicious obscenities. Officers Gregg Gotelli and Duane Elzey observed a vehicle being driven in a reckless way. They ran a check and found that the vehicle had been reported stolen. The officers were joined by Officers Gregory Pak and Jose Guardado. The vehicle was followed at some distance by the officers with the vehicle finally striking a a sidewalk area near the Alemany Boulevard exit. The driver took off on foot but was apprehended by the officers. The resident of the 2000 block of Palou was arrested for auto theft, receiving stolen property, driving with a suspended license and resisting arrest. Case #080292675

Officers Thomas McMahon and Scott Biggs were on patrol admonishing numerous owners of campers about not being allowed to camp in the area overnight. They contacted one camper that had a distinctive odor of marijuana. A search revealed numerous large plastic bags filled with marijuana, packaging equipment and other drugs. A resident of the 1100 block of Sutter was arrested. Case #080285846

Officers Joshua Fry and Daniel Kroos went to 50 Chumasero on a noise complaint. When they arrived there was a large party with numerous people drinking alcohol and a lot of noise. They admonished the resident to cease but were called back at 1:30 am as the party and noise had escalated. They attempted to enter the premise but a suspect pushed Officer Kroos and then resisted arrest. The officers subdued the suspect, who resides in Fairfield, and arrested him for drunk and battery. Officers Ronald Choy, Gregg Gotelli, Gregory Pak, and Duane Elzey encountered a suspect on the first block of Jules who they knew was wanted on a no bail drunk driving warrant. The suspect ran from the officers and violently resisted arrest when detained. The suspect, who lives in the area, was also in possession of crack cocaine and marijuana. Two young men got off a Muni vehicle and were set upon by multiple suspects. One of the suspects grabbed money out of one of the victim's pockets, surrounded the victims in an intimidating way and one of the suspects struck one of the victims. The suspects took off on foot and were found by San Francisco State University officers at Stonecrest and Winston. Four of the suspects, who live on the 1000 block of King, 1400 block of Taraval, 4500 block of Mission and the 600 block of Olmstead, were arrested for robbery and conspiracy after being identified by the victim. In response to repetitive complaints of alcohol consumption, graffiti, loud noise and loitering at West Portal Playgrond, Officers Azarias Castro and Alan Levy were walking through the park when they encountered a large group of loiterers. Officers Allan Wong and Christopher Servat spotted a vehicle being driven with no front license plate and the driver accelerated and then decelerated quickly a number of times. They stopped the driver, who lives on the 2600 block of 22nd Street, and found that he smelled of alcohol. The driver failed field sobriety and chemical tests. They stopped a vehicle at 29th and Pacheco and noticed the strong smell of marijuana. They located a large amount of marijuana and other illegal narcotics. Officers Ronald Choy and Jose Guardado spotted two suspicious persons near a vehicle with the hood up. One of the persons was holding a firearm in one hand. When the officers confronted him, he dropped the firearm into the engine area of the vehicle. The officers were joined by Sgt. Robert Pardones and Officer Gregg Gotelli. The suspect was detained and found to be on parole for robbery. The firearm turned out to be an illegal air gun. Due to numerous complaints from residents, merchants and school authorities of blatant drug use and dealing around Lincoln High School, the Taraval Neighborhood Team officers have made abating this nuisance a project. At 4:00 pm Officers Gregg Gotelli and Jose Guardado set up a surveillance at 22nd and Taraval. They observed a suspect obviously selling marijuana. They notified Officers Duane Elzey and Gregory Pak, who swooped in and made the arrest of the 15 year old, who lives on the 300 block of Ralston. The suspect, who is on probation for robbery, was arrested for possession of marijuana and another controlled substance. Case #080237035

Officers Aaron Lozada and Tri Hoang responded to a noise complaint. When they arrrived, they were met by a man holding a bag of marijuana. The resident of Alameda was cited and released. Case #080223363

Officer Nelson Yu stopped a vehicle for impeding the flow of traffic. The driver, who lives on the 1800 block of 43rd Avenue, was driving with a suspended license and was uninsured. He was cited and his 2007 Pontiac was towed. Case #080224270

Officer Ron Gehrke observed man at a homeless encampment. The suspect, who has no permanent local address, was wanted on an arrest warrant for possession of narcotics and paraphernalia. Case #070714695

Officers Scott Biggs and Thomas McMahon stopped a person for panhandling. The person, who has no permanent local address, was arrested on a drunk driving arrest warrant from Plumas County. Case #080225585

Officer Azarias Castro stopped a vehicle for a registration violation. The driver, who lives on the 1700 block of 12th Avenue, was driving with a suspended license and was uninsured. He was cited and his 2003 Toyota was towed. Case #080225949

Officer Kevin O'Leary stopped a vehicle for speeding. The driver, who lives on the 300 block of Orizaba, was driving with a suspended license. He was cited and his 2003 Nissan was towed. Case #080222155

Officer Tri Hoang stopped a vehicle for an equipment violation. The driver, who lives on the 500 block of Vienna, was unlicensed. He was cited and his 1995 Mercury was towed. Case #080222569

03/01/08 10:45 pm 1500 block of 45th Avenue

Officers Thomas Lee, Chris Oshita and Sgt. Deborah Gizdich went to the 1500 block of 45th Avenue where a patron had hired a cab from Geary Boulevard and then when dropped off, refused to pay the cab fare. The driver persisted at which point the patron struck the cabdriver numerous times and then went into a nearby residence. The officers located the suspect, who was belligerent and drunk and then arrested him for robbery. Case #080223084
