“We have had a number of burglaries where multiple suspects pose as Water Department employees, seeking access to a residence, requesting to ‘test the pipes.’ Once they gain access, they steal items inside the victims houses,” says Taraval Police Station’s Captain Paul Chignell.
The latest group of suspects are three Hispanic males in black clothing who drive a black pickup truck. “Do not let people into your residence unless you verify by phone that the employees are legitimate,” Captain Chignell urges. They prey primarily on seniors, so neighbors of seniors should call 911 if they observe suspicious behavior.
Numerous communities around the Bay Area have been plagued by multiple suspects posing as employees of PG&E or other public utilities, then entering victims homes and committing burglaries. These crimes have been committed in the Sunset District in recent days.
On January 15, three suspects posed as PG&E employees at a residence in Albany and then burglarized the residence of expensive property. A witness observed the vehicle and notified the Albany Police Department. The description of the vehicle and suspects was broadcast throughout the Bay Area. Taraval officers recognized the vehicle and one of the suspects as being from the Sunset District. Sgt. Steve Quon gathered a number of officers to maintain surveillance on major thoroughfares and possible locations where the suspect had frequented. At 8:40 pm Sgt. Robert Bohanan spotted the vehicle and three suspects travelling west on Taraval from 19th Avenue. The Sergeant conducted a traffic stop on the vehicle at 26th and Taraval with the assistance of Officers Chris Oshita, Scott Biggs and Richmond District plainclothes officers Carrasco, Fergus and Laxman. Three suspects, who live on 23rd Avenue, in Oakland and in Arizona were arrested, positively identified by the witness from Albany, and evidence located in their vehicle linking them to the crime. The suspects were turned over to the Albany Police Department for burglary and related charges. This was outstanding police work by Taraval and Richmond District officers. Case #080052902
ALERT West Portal residents have been concerned with teens who drink alochol and loiter in the evening hours at the West Portal playground. Night Lieutenants John Feeney and Michael Caplan have formulated a plan for frequent passing calls and enforcement. You will see this situation abated.
ALERT Neighbors have seen an increase in loitering, drug dealing, reckless driving and related issues with students and non-students around Lincoln High School. The Taraval Neighborhood Team led by Sgt. Robert Padrones will be quite visible around the school in the coming days. Also, solo motorcycle officers Larry Chan and Regina Berrigan will be conducting strict traffic enforcement in the area.

Officers Duane Elzey, Jose Guardado, Gregg Gotelli, Gregory Pak and Ronald Choy were working in plainclothes conducting an investigation into marijuana trafficking at Lincoln High School. They observed a vehicle with three occupants whom they knew were involved in the trafficking. They followed the vehicle from Holloway and Granada to the Haight Ashbury and then to an address in the Richmond District. The driver committed a vehicular violation and was stopped. The officers then located a large amount of marijuana. The suspects, who live on the 600 block of Taylor, the 300 block of Holloway and the 800 block of 35th Avenue, were arrested. Case #080217457

They stopped the suspect, located marijuana packaged for sale in his vehicle, and then went to his address on the 2100 block of 24th Avenue and found more evidence of marijuana sales. The officers set up a plainclothes surveillance and observed the sales occurring. They stopped a vehicle and found the vehicle full of large duffel bags of suspected marijuana and elicited statements from witnesses delineating a sales and packaging operation. They arrested two persons, who reside on Brussels and in South San Francisco for possession of marijuana for sale, conspiracy, possession of a firearm and ammunition and violations of trespassing on school grounds. Two victims were walking near Holy Name School when a pack of over ten suspects descended upon the victims and confronted them. One of the suspects demanded money or she would attack the victims. Officers Michael Mitchell and David Wong went to an address on the 2200 block of 30th Avenue where a boyfriend had beaten a female victim about the face and body, kicked her numerous times and ripped a phone out of the wall when she tried to call 911. Officers Gregory Pak and Thomas Lee responded to an address on Judah as a mother said her mentally disturbed son was out of control and she was locking herself in a room to get away from him. The officers confronted the suspect and he, then, without warning attacked one of the officers and a violent struggle ensued. A man and a woman were in the Sunset Circle parking lot when words were exchanged with a suspect. The suspect then went to his car, pulled out two tire irons, swung one at the man and then with the other made contact with the victim's arm, thereby causing abrasions. The suspect then took off in a vehicle. Officers Thomas Chu and Thomas McMahon obtained the license number of the vehicle and traced it to the 1900 block of 43rd Avenue. Taraval Neighborhood Team Special Enforcement Officers Gregg Gotelli, Jose Guardado and Juan Gala were on plainclothes patrol on Grafton near Faxon. They spotted two males running full speed on the sidewalk. Nearby they saw a 17 year old boy staggering on the street holding his jaw and observed that the boy had fresh abrasions on his face. The boy told the officers he had just been beaten by two suspects and his Ipod taken. The suspects had flashed a light in his face, beaten him about the face, grabbed his back pack, tripped him to the ground, took his Ipod and then punched him again several times in the face. The officers chased after the suspects to Grafton and Ashton and ordered them to halt. The suspects refused and continued running away. One suspect was caught on Garfield and another ran into a residence on the 600 block of Head. The second suspect emerged from the residence after being convinced by his grandmother to surrender. The victim positively identified the suspects and the property belonging to the victim was recovered. The suspects, who reside on the 600 block of Head, were arrested for felony assault, robbery and resisting arrest. This was outstanding and alert police work resulting in two predators brought to the bar of justice. Case #080175457

A man climbed over a number of fences, entered the San Francisco Zoo, and was confronted by security as he was "trashing" a vending machine. The man struck the security officers in an attempt to flee but was subdued. A man was on a Muni bus on Mission Street when he noticed four suspects at the back of the bus watching him. The man was text messaging on his cell phone at the time and one of the four suspects approached him but he ignored the suspect. Shortly thereafter the four suspects manuvered near him and "boxed" him in, thereby blocking his ability to move towards the exit door. The suspects demanded to see his cell phone and the victim relented. As the bus came to a stop at Mission and Geneva, the victim demanded his cell phone back but one of the suspects raised his fist in a threatening way and exited the bus with the cell phone. The victim asked the Muni operator to call the police and gave a description of the suspects to arriving Ingleside Police Station officers. A few minutes later Officers Juan Gala and Jose Guardado of the Taraval Station spotted three of the suspects in front of a liquor store on the 1000 block of Ocean Avenue. Two of the suspects were detained by Officer Guardado but the third took off running with Officer Gala in pursuit. At Lee and Ocean the suspect reached into his waistband and pulled out a loaded .9mm handgun, threw it under a car and continued running full speed away from the officer. Officer Gala stopped and retrieved the weapon with Officer Chan of the Ingleside Station still pursuing the suspect. Officer Chan captured the suspect a block away. The victim positively identified all of the three suspects as the robbers. The suspect with the firearm was on parole from state prison and has prior convictions for robbery and narcotics sales. The three suspects, who live on Bruce Avenue, and in Oakland, were arrested for robbery, conspiracy, weapons and resisting arrest charges. This was outstanding police work by Ingleside and Taraval police officers working as a team. Case #080161547

They found a victim, who had been threatened by a neighbor in a laundry room. The suspect had brandished a knife during the incident. Officer Sam Martin was on patrol at 33rd and Vicente when a vehicle with two occupants ran a stop sign and narrowly missed the police car. The officer tried to stop the suspects but the driver took off at a high rate of speed attempting to elude the officer. The driver and passenger abandoned the vehicle on Wawona and ran into Sigmund Stern Grove. Numerous Taraval officers descended on the area. Officers Thomas Lee and Gregory Pak spotted a suspect who matched the description walking at Crestlake and Vale. The suspect was sweating profusely, had foliage on his clothing and refused to acknowledge the officers. The officers stopped the suspect and he was positively identified as the driver of the fleeing vehicle. The suspect, who lives on Harbor Road, had been driving a stolen vehicle that had been stolen previosuly from 9th avenue in the Inner Sunset. He was arrested on numerous charges. Case #080155904

There was a party on the 300 block of Arballo. A resident in the building was incensed with the noise coming from the party. The resident took a large frying pan and slammed it against a door causing damage. As partygoers left the scene, the man took the frying pan and slammed it on top of victims' heads causing injuries. Officers Christina Pena and Josey Russell responded to the scene along with San Francisco State University officers. Officers Thomas Lee, Gregory Pak, Duane Elzey, Juan Gala, Gregg Gotelli and Sgt. Robert Pardones went to an address on the 900 block of Capitol where an increasingly volatile dispute was occurring. When the officers entered the premises there were a number of occupants, one of whom attempted to strike the officers with a large metal object and who violently resisted arrest. The suspect was subdued and a further investigation of the premises located a stolen firearm, suspected heroin, marijuana packaged for sale and a wanted fugitive. Three suspects, who reside on the 1600 block of Market, South San Francisco and the 600 block of Campbell, were arrested on multiple felony charges. This was an excellent response and top flight investigation by the Taraval Neighborhood Team. Case #080144327

An estranged boyfriend allegedly shot several times at a vehicle on the 2400 block of 23rd Avenue and fled the scene. Officers Benny Lew, Buddy Siguido and Sgts. Judith Riggle, Jody Kato, Lt. John Feeney and other officers responded and investigated the case. Joining them were Officers Jarome Winesberry and Allan Wong. The officers determined that a possible suspect was residing on Spofford Street in the Central District. A suspect was detained there and the investigation is continuing. Case #080119790

A neighbor heard noises next door and saw a strange man moving things around on the deck and then break into a premise by smashing a window. Numerous Taraval officers responded to the scene, Sgt. Officers Thomas Chu, Darren Wong, Buddy Siguido and Sgt. Robert Bohanan responded to an elderly woman' house where her 65 year old son had broken a window, entered the house without permission and barricaded himself in a room. The officers made forced entry at the request of the woman and arrested the suspect, who has no permanent local address, for malicious mischief, trespassing, resisting arrest and misdemeanor warrants. Captain Paul Chignell received complaints from the Pine Lake Homeowners' Association of a proliferation of persons living in campers adjacent to Sigmund Stern Grove and disrupting the quality of life of residents due to abandoned vehicles, refuse dumping and other issues. Lt. Feeney of the night shift directed Sgt. Fitz Wong and Officer Eric Borgeshani to investigate the problem. They located one of the offending vehicles from Nevada and queried two of the occupants. One of the occupants was an active parolee recently released from prison for burglary. The occupants were cited for vehicular violations and for living in vehicles in violation of the Municipal Police Code and admonished. Case #080113504

Officers Alan Lamb and Eric Borghesani observed a vehicle being driven on 19th Avenue with expired registration. They stopped the vehicle and found that the driver was under the influence of alochol and had suspected marijuana on his person. The suspect, who lives in South San Francisco, failed field sobriety and chemical tests. He was arrested on a multitude of charges and his 1997 Toyota was towed. Case #080106963

Officers Robin Odum and Carla Lee observed a vehicle that matched that of a getaway vehicle from a robbery that had occurred a day prior wherein a relative of a grocery store had taken some items from the store after a verbal rampage. The officers stopped the vehicle and determined after an investigation that the victims did not want to prosecute their relative. However, the driver, who lives on the 2200 block of 46th Avenue, was in possession of marijuana in a vehicle. He was cited and released. Case #080108464

A victim was waiting for Muni on a platform at 19th and Holloway. A suspect came up and lit the victim's newspaper on fire with a cigarette lighter. The victim was then attacked by the suspect and knocked to the ground. The suspect fled up the street but was located by Officers Alan Levy, Ron Meyer, Christa Peters and Patrice Scanlan. Officers Dana Terry and Thomas Harvey observed a vehicle parked and checked the license plate. The query revealed that the vehicle was wanted from Solano County as "Felony vehicle-armed and dangerous". The officers observed a suspect walk towards the vehicle and get in. They stopped the suspect and found that the San Pablo resident was wanted on a no bail warrant on a firearms and stolen property violation. He also was wanted on two theft warrants, was driving with a suspended license, and was wanted in Daly City for an attempted grand theft warrant and from Santa Clara County for a theft warrant.
